There, Davila met families who recommended IDEA Public Schools, a fast-growing charter network that boasted a nearly 100 percent graduation rate. No problem that Jordan needed special education services. IDEA could help him, Davila was told. She enrolled Jordan in IDEA Eastside for kindergarten. But for the next three years, she said, she had to fight all the way to the network’s highest levels to get Jordan tested for special needs.
