Bismarck set a record for seeing 81 days not getting above the freezing mark so, that ground is frozen solid and this snow pack, which has here the equivalent of 5 to ten inches of water, of rainfall, that snow pack has been slow to melt. now we're seeing temperatures rise over a frozen ground and the rivers rise quickly. the red river has risen 13 feet in only the last five days. expect it to crest at 38 feet over the weekend. that would be two feet shy of last year's flood, but last year was historic, so they are battling and they've got a couple weeks to bat this will thing as the spring me...
