To achieve a broader defense structure and implement policies thatdo not involve adding additional layers of bureaucracy to analready congested problem, the U.S. and Canada should focus onbetter coordination on visa policies and trade security, increasedcross-border law enforcement, enhanced cooperation in maritimesecurity, and renewed efforts to spur private development ofcross-border infrastructure.
