A man was arrested Monday night and charged with kidnapping and assaulting an 18-year-old female in Rockville, Montgomery County Police (MCPD) said. The thefts happened in the 5700 block of Bou Avenue and the 12300 block of Wilkins Avenue. Force was reported in one case. Property was taken from a vehicle in the 7800 block of Havenside Terrace between 8:30 p.m. on Dec. 4 and 7 a.m. on Dec. 5. Force was reported.
