बागमती नदी किनारलगायत उपत्यकाका अव्यवस्थित रूपमा बसोवास गरिरहेका सुकुम्बासी र सहरी गरिबका लागि भनेर काठमाडौँको इचङ्गुनारायणमा ‘अपार्टमेन्ट’ निर्माण गरिएको छ । निर्माण सम्पन्न भइसके पनि यी ‘अपार्टमेन्ट’मा अहिले लक्षित परिवार बस्न पाएका छैनन् भने विभिन्न संस्था र निकायले ओगटेका छन् ।
राजधानी सहरका सुकुम्बासीलाई सुरक्षित र व्यवस्थित बसोवास गराउन २०६८ सालमा ‘अपार्टमेन्ट’ निर्माणको सोच आएको थियो । तत्कालीन प्रधानमन्त्री बाबुराम भट्टराईको कार्यकालमा उपत्यकाका सडक फराकिलो बनाउने क्रममा सडक र नदी किनारमा अव्यवस्थित बसोवास गरिरहेका परिवारलाई हटाइएपछि उनीहरूकै लागि यो अपार्टमेन्ट परियोजना अगाडि बढाइएको थियो । त्यसबेला सुकुम्बासी र न्यून आय भएका परिवारलाई पुनस्र्थापना र व्यवस्थित बसोवासको व्यवस्था मिलाउने लक्ष्यसहित निर्माण सुरु गरिएका यी अपार्टमेन्ट भवन २०७१ को अन्त्यतिर तयार भएका हुन् । यसमा झण्डै १५ करोड रुपियाँ खर्च भएको छ । यहाँ अहिले छ वटा भवन निर्माण भएका छन् । करिब छ रोपनी क्षेत्रफलमा बनेका यी भवन पाँचतले छन् र प्रत्येक अपार्टमेन्टमा एउटा परिवारका आधारभूत आवश्यकता पूरा हुने गरी शयन कक्ष, भान्साकोठा, बैठक कोठा र शौचालयसहितको सुविधा छ । निर्माण सम्पन्न भएको सात वर्षसम्म पनि लक्षित वर्गलाई बस्न नदिएपछि अहिले ती भवनको स्याहारसम्भार हुन सकेको छैन । यी भवनलाई नागार्जुन नगरपालिकाले दाबी गर्दै आएको छ भने भवनका केही भाग नगरपालिकासहित विभिन्न संस्थाले प्रयोग गरिरहेका छन् ।
यी भवन निर्माण सम्पन्न भएको सात वर्ष बितिसकेको छ । तर यी भवनमा कसलाई कसरी बसोवास गराउने भन्ने विषयमा नै सम्बद्ध निकाय सहरी विकास मन्त्रालयले स्पष्ट मापदण्ड बनाउन ढिलाइ गरिरहेको छ । सुकुम्बासी तथा सहरी गरिबको पहिचान हुन नसकेका कारण उद्देश्यअनुसार भवन प्रयोगमा आउन नसकेको हो । यी भवन निर्माण सुरु गरेको समयमा सुकुम्बासी र गरिब परिवारसँग निवेदनसमेत माग गरिएको थियो । तर भवन निर्माण भइसक्दा सुन्दर र सुविधासम्पन्न भएपछि धेरैले आँखा गाड्न थालेको देखिन्छ । सुकुम्बासी र आवासविहीनका लागि भूमि तथा आवासको व्यवस्था गर्ने कार्यक्रम सरकारको प्राथमिकतामा रहँदै आएको छ । यसकै लागि मुलुकभरि नै सुकुम्बासी र गरिब घरपरिवार पहिचान र परिचयपत्र वितरण गर्ने काम भइरहेको छ । अधिकांश जिल्लामा सुकुम्बासी र गरिब परिवारको पहिचान भई परिचयपत्रसमेत दिइसक्दासमेत उपत्यकामा ढिलाइ हुनु र ‘अपार्टमेन्ट’ मा बसोवास गर्न योग्य व्यक्तिको पहिचान गर्न नसक्नु कुनै दृष्टिमा पनि सही छैन । यो ढिलाइले आवासको आवश्यकता भएका व्यक्तिले आवास सुविधा उपभोग गर्न पाएका छैनन् भने उपत्यकाका नदी किनारबाट ती सुकुम्बासी नहटाउँदा नदी करिडोर सडक निर्माणमा अवरोध हुने गरेको छ । तिनै समूहका मानिस बसोवास गरिरहेका थापाथली, विष्णुमती, मनोहरा क्षेत्रमा सुकुम्बासी बस्तीको कारण करिडोर निर्माण अगाडि बढ्न सकेको छैन ।
नेपालको संविधानले नै नागरिकको आवासको हक प्रत्याभूत गरेको छ । नागरिकको सुरक्षित आवासको संवैधानिक हक सुनिश्चित गर्न आवासको अधिकारसम्बन्धी ऐन, २०७५ लागू भइसकेको छ । यसबमोजिम मुलुकभरका भूमिहीन, आवासविहीन नागरिकलाई न्यूनतम सुविधासहितको सुरक्षित आवास उपलब्ध गराउनु राज्यको दायित्व हो । यसका लागि अबको दुई वर्षमा २० लाख आवास एकाई निर्माण गर्नुपर्ने आवश्यकता छ । विपन्न, लोपोन्मुख तथा सीमान्तकृत वर्गका करिब चार लाख परिवारलाई जनता आवास कार्यक्रममार्फत सुरक्षित आवास दिने प्रयास पनि भइरहेको छ । तर सबैलाई सुरक्षित आवास दिने राज्यको दायित्व निकट भविष्यमा पूरा हुन धेरै चुनौती छन् । इचङ्गुनारायणमा निर्माण गरिएको ‘अपार्टमेन्ट’ लक्षित उपत्यकाका सुकुम्बासी र न्यून आय भएका परिवारलाई उपलब्ध गराउन ढिलाइ गर्नुहुन्न । यो सहरी विकासलाई दिगो, व्यवस्थित बनाउने एउटा प्रयास हो । यसले सुरक्षित आवासको आवश्यकता भएका परिवारलाई सुरक्षित आवास उपलब्ध गराउने मात्रै नभई सुन्दर, सभ्य र व्यवस्थित सहर निर्माणमा सहयोग पनि गर्छ ।
