The government should be applauded for a proper consultation process on replacement RMA legislation but Federated Farmers has significant concerns about local democracy being stripped away.
Reacting to the release today of an ‘exposure’ draft of the Natural and Built Environments Act, Feds Vice-President and resource management spokesperson Karen Williams said it was pleasing this initial round of submissions and select committee inquiry would be followed by a second select committee process early next year. ....

RMA reform first look: Housing supply must be considered in planning, climate change 'managed retreat' takes shape

The Government plans to replace it with three new laws this parliamentary term but the overall process will take years. Below the NBA will sit the Strategic Planning Act (SPA) and the Climate Adaptation Act (CAA), to address complex issues associated with managed retreat.
The draft legislation still needs to go before a parliamentary select committee process, where the public will be able to make submissions. A second select committee process will be held when the full draft law is introduced to Parliament early in 2022.
A major criticism of the RMA is that, despite being convoluted with overlapping regulations, it hasn t adequately protected the environment. One of the reasons for this is that it lacks environmental bottom lines. ....

The Government Has Released The First Draft Of One Of The
Proposed Laws Meant To Replace The 30-year-old Resource
Management Act.
The “exposure draft” of the
Natural and Built Environments Bill discusses mandatory
environmental limits for a “minimum acceptable state” or
a “maximum amount of harm” that can be caused to the
environment. It will also set out outcomes meant to protect
the environment. In a unique process, the exposure draft
will be put out for public feedback before it is introduced
to the House.
