Another hazard is that when temperatures remain very low, the snow can freeze into solid blocks that can cause accidents or damage vehicles. City ordinance 69.11 requires all vehicles be removed from the roadways while snow removal is in process. The vehicle owners can park on their lawns during a snow emergency.
