Cates BELLEVILLE – Lawyer David Cates almost eluded a state trooper and upon his arrest for driving under the influence told the trooper he’d call the courthouse and have the ticket dismissed. A report of trooper Nicholas Weilbacher, which state police released on Feb. 21, showed Cates put other drivers at risk over a course of several miles. Lee County commissioners on Monday rejected Gov. Roy Cooper’s request for counties to impose civil penalties against those who violate his COVID-19 executive order. The commission, minus Robert Reives who’s been out for an unknown reason, unanimously adopted a resolution presented by Commissioner Bill Carver.
