The decision-making body, which will feature up to 21 members, received final approval on a 4-3 vote Tuesday night by the Huntington Beach City Council.
The City Council decided Tuesday to move forward with three measures, which contain a total of 17 charter amendments.
City staff will return with ballot measure language and materials at a later date, but the four amendments will be appearing on the November general ballot later this year.
The city is offering 50 parking spaces in a structure to Oak View residents, for $10 a month.
