Have an explanation and this one doesn't wash. so for that reason the court has for now blocked the government interest adding this question to the census form. it goes back to the district court in new york which had taken this case from 18 states including new york that were challenging this decision and that in turn sent it back to the commerce department to come up with another explanation. the question here is is there enough time for the commerce department to come up with a new explanation, going to court where the district court will probably rule against the government again, come up ...

Do this with a calm head, but the government says that the census forms have to be in and start printing -- start the printing process by the fall. that leaves the court remarkably little time. if it wants to, i suppose it could say to the lower -- a lower court, sort this out in two weeks and bring this back to us, we need to know the answer here. but then you would be encouraging, i suppose, the argument would go, other people to come to the court at late stages and say, deal with us in a similar fashion. so when i said it's a tricky business, i mean it's a really tricky business. >> sort of...
