Unpacking Jammu Kashmir's Rs 118,728 Crore Budget 2024-25

Finance Minister Nirmala Sitharaman's fifth consecutive budget proposal for Jammu and Kashmir envisions a total expenditure of Rs 118,728 crore for the fiscal year 2024-25, a slight increase from the current fiscal's estimate of Rs 118,500 crore. The budget breakdown indicates that Jammu and Kashmir's own tax revenue, non-tax revenue, and grants from the centre will contribute significantly to the income side. Additional resource mobilization is expected to generate Rs 10,732 crore. Expenditure allocation includes Rs 31,566 crore for salaries, Rs 13,651 crore for pensions, and funds for various primary revenue expenditures, power purchase, maintenance, grants in aid, and Central Sponsored Scheme implementation. Debt management remains crucial, with Rs 10,272 crore allocated for interest payment and Rs 11,710 crore for debt repayment. Developmental activities receive attention, with Rs 15,919 crore allocated for Union Territory, districts, and the Prime Minister Development Programme. The budget reveals a shortfall in the current fiscal's revenue receipts, indicating challenges in meeting targets. Despite increased debt raising, the administration grapples with surging debts, reflecting financial strain. Developmental expenditure, particularly on district plans and schemes, falls short of initial estimates. The 2024-25 budget aims to address these challenges with a focus on equity, investment, and specific expenditures, allowing for flexibility pending the new government's formation after upcoming general elections.
