”　　根据中央发布的租金调控思想，北京提出限制住房租赁企业经营房源的租金涨幅、查处哄抬租金行为、实行佣金、租金指导价等具体操作。为防止住房租赁企业利用“资金池”无序扩张，《条例》拟规定：租赁企业向承租人单次收取租金的数额不得超过3个月租金总和，押金不超过1个月租金。
