GIRARD — A Warren man is facing charges following a crash and a brief standoff. Damien J. Binion, 23, Palmyra Road SW, was charged Monday in Girard Municipal Court with felony failure to comply, inducing panic and obstruction of official business, and on misdemeanor charges of aggravated menacing and criminal mischief, according to court records.
