“探索经济区与行政区适度分离改革，不可避免地面临各种未曾遇到的困难和问题，包括市场主体注册、财税征管、行政执法、经济指标核算等问题。”全国人大代表、四川省广安市政府副市长王瑛表示，以税收征管为例，因两省市税收征管平台无法共享，无跨省管理权限，市场主体的登记、管理、征收、发票等相关信息无法实时共享。此外，共建项目也存在审批壁垒。目前，两省市没有出台共建项目管理办法，项目资金申报流程、受理部门不一致，项目申报和审批也不同步。
“这会造成生产要素跨区域流动不够畅通，资源整体配置效率不够高等问题，进而影响区域经济一体化发展进程。”为此，王瑛建议，进一步健全合作会商的常� ....
