Fargo Police Chief Dave Zibolski FARGO (KFGO) – Nine months into the job, Police Chief Dave Zibolski has reorganized his leadership team. Zibolski has named Travis Stefonowicz, assistant police chief.  Joe Anderson will remain deputy chief, a rank held by three people under former Police Chief Dave Todd.  Zibolski has also promoted Chris Helmick to the post of captain, in charge of the Criminal Investigations Division.  Lieutenant George Vinson has been named a captain, in charge of the professional standards division. Jessica Houser FARGO (KFGO) – Police say they are actively investigating the case of 30-year-old Jessica Houser, who was reported missing last Sunday night and last seen Thursday. Houser is white, 4′ 11″ with a thin build, brown eyes and brown hair. Family members say she has a drug addiction and was living in Lisbon, North Dakota. Acting Police Capt.
