With the city seeking to woo housing developers, its first comprehensive review of historical protections in many years comes as some neighborhoods see such rules as a line of defense against high-density housing.
San Diego will next year solicit redevelopment proposals for its infamous former indoor skydiving center with the caveat being that prospective buyers will need to propose projects with 100 percent of units deed-restricted for low- and very-low-income families, or what's known as affordable housing.
