N42bn personnel cost for 2019 was blocked from being stolen –ICPC

The Independent Corrupt Practices and Other Related Offences Commission has revealed how it prevented Federal health and educational institutions from stealing or misapplying N42bn unspent surplus allocation in the 2019 budget.
The commission also said it stopped officials from misapplying N31.8bn personnel cost surpluses for 2017 and 2018, and N19.8b and N9.2b from personnel cost and capital fund respectively.
The ICPC Chairman, Prof. Bolaji Owasanoye, SAN, disclosed this on Wednesday, during a virtual interactive forum with Directors of Finance and Accounts of some agencies of the Federal Government with the theme: ‘Transparency and Fiscal Discipline in Implementation of FGN Budget’. ....

The Federal Government’s criticism of Transparency International (TI) over the country’s poor ranking in the latest Corruption Perception Index notwithstanding, some legal practitioners are worried by the country’s worsening anti-corruption credentials, an ugly development, which they want all and sundry to join forces to tackle.
In the latest ranking, Nigeria dropped three places, and also garnered lower scores in a number of areas than the 2019 record. This indicates that corruption is perceived to have worsened in the country within the period under review. Consequently, a jolted Federal Government accused the Berlin, Germany-based outfit of releasing “sensational and baseless rating on Nigeria and the fight against corruption.” ....

On September 13, 2020, on this page, I looked into the seeds of time again and reported some revelations from an oracle that I should recast my (February 16, 2020) message to the authorities here. There was a revelation then, for instance, that the constituted authorities were failing to read ‘the writings on the walls’ all over the place. Accordingly, the oracle had then noted that they should get cracking to read the writing, which had become more visible on the walls, lest the nation would be in a crisis of some sort. The conclusion then was that before it would be too late, “the one who has authority over the most populous black nation on earth should put on some magnifying lens to read the writings on the walls…” ....
