Crossroads Turning Points, Inc. had hoped to expand its substance abuse treatment services by building a 20-bed group care facility, but that plan is now on the back burner. The Pueblo Board of Appeals voted 2-2 on a special use permit for the group care facility proposal last week, so the proposal did not advance to Pueblo City Council Monday as expected.
