Bill Haltom is a writer who resides in Memphis and Monteagle. When I was in the ninth grade, I took civics, a class that all Tennessee public school students were required to take at the time. In the class my teacher, Coach Rencher, taught my classmates and me how our government works and our role in it as citizens.
