postponing major changes. will they able to do tax reform in this amount of time? medicaid, i don't think there's time. in terms of cutting $2 trillion, maybe they're getting close. even joe biden is optimistic. in comes timothy geitner and says you can't just cut, you have to raise revenue. >> yep. he was talking apparently yesterday to a number of cfo's from some big corporations and he said, yeah, right now in the short term, it sounds like we're going to wind up raising the debt limit which we've been talking about but we need to find another way to come up with some revenues and, of course, that's code for we're going to have to jack up some people's taxes. question is who's taxes? this administration not for that across-the-board stuff. more like one of those soak the successful things. >> eric cantor makes a great point. where's the appetite going to be for bigger cuts later? we want big cuts. if we don't do it now, what's going to change the dynamic as we get close to the election that's going to make it that much more palatable for people to make the $4.2 trillion that they need in order to do the

which gave corporations the right to put unlimited amounts of money into campaigns and into election campaigns which is totally going to change our electoral system, and citizens united spent $100,000 in tv ads to attack senators who voted against clarence thomas' confirmation. and then clarence thomas was the fifth vote that decided in favor of citizens united. >> does this relationship with mr. crow pose a problem under the code of ethics? >> the federal judges are bound by a code of ethics. now, the supreme court not bound by that code, although justices have said they fall follow it. and 100 law professors have signed a letter trying to get congress to require that the supreme court also come under this federal code. but right now each supreme court justice can decide whether to

what they're questioning is whether or not justice thomas accepting these things is anything unethical. supreme court justices in the r. not technically bound by the code of conduct for federal judges even though they are supposed to follow it. >> well, again, when we talk about the supreme court, we should be talking about precedent. i think the forti is precedent is very clear. the two incidents are so similar that if thomas were to do what fortis did he would have to resign. of course, the trouble with clarence thomas is this is the justice who has been most unlikely to follow press debt. if you look at his interpretation of the constitution you know, rachel, in clarence thomas' america, white only counters are permitted. he departs wildly from what has come before him. unfortunately i think you're going see it in how he handles this ethics scandal. >> how important do you think that harlon crow, the same donor and kreb butter and supporter and friend to justice thomas paid half million dollars to

supreme court justices themselves are not bound by it but are supposed to follow it anyway. they say that they do. they are supposed to be above reproach. they are, after all, the supreme court. for example, the code of conduct for federal judges say judges are not supposed to know who donates money for something like a building or a statue that honors a judge so there can be no question of whether that building or statue was a bribe to the judge's vanity. seems to make sense. same goes for charity causes. even if justice "x" loves, say, spaying and neutering as a charity concept, he or she should not be involved in soliciting funds for charities that spay and neuter. so it doesn't look like a bribe, even if it's a good cause. given those rules, how do you explain this?

clarence thomas with this and his activities of his wife just keeps bringing media activity. so ultimately this cultural code will start getting people to ask more and more questions, what is going on here? >> i don't think it smells funny, i think it's flayout wrong. you're voting on health care cases, which she's arguing again? that's outrageous. >> of course it's wrong. i love this question. you know why we should care about this? because judges should not be for sale. we expect judges to operate with some kind of at least personal code of ethics, even if there's no -- and there should be -- a strong conflict of interest thing at the supreme court. but cenk, you didn'tç even mention his wife, when she had the liberty central deal, she was taken all kinds of corporate money, most of it unreported, and these were people with cases before the supreme court. he is a walking conflict of
