A man from out-of-state was arrested Friday after police said he fled from them while speeding, shot at them and injured at least three people after crashing into a truck in Phoenix. At about 9 a.m., Colin Downs, 29, was driving a 2010 Ford Focus with a New Mexico license plate south on Interstate 17 at a high rate of speed near Yorkshire Drive.
