Those young people who have dropped out of school and instead of having them go to jail, and if i had asked the head of the police commission, if they would put together and mandate instead of these young people that are small offenses, instead of having them sweeping the streets, removing graffiti from buildings to mandate that they must go to that Southeast College to get their ged and they cant leave until they are finished in their training and get a job.
