Uttarakhand saw the dreadful accident which forced 41 workers inside Uttarkashi's Silkyara-Barkot tunnel for 17 days in November. Not just this, the state was a victim of many natural disasters this year. A panel headed by former Supreme Court judge Ranjana Prakash Desai spent the year working on a draft Uniform Civil Code for Uttarakhand, which could become the first state to have one - barring Goa which inherited a common code from the Portuguese at the time of Liberation.
