No-knocks no more in Killeen
The Killeen City Council voted Tuesday to approve an ordinance banning the Killeen Police Department from using or participating in no-knock warrants.
The decision was made by a 6-1 vote, with Councilman Steve Harris voting against.
Two people have died in Killeen no-knock raids, which sometimes include broken glass, explosives to blow off doors, and a lot of guns — mostly in the hands of police, but sometimes in the hands of the residents inside.
Marvin Guy, 56, is in Bell County Jail, accused of fatally shooting KPD Detective Charles “Chuck” Dinwiddie during a pre-dawn no-knock narcotics raid on Guy’s west Killeen residence. Dinwiddie and three other officers were shot on May 9, 2014, and Dinwiddie died in a hospital two days later. ....

Killeen communications director to retire in August


After working for the city for two decades, Killeen Executive Director of Communications Hilary J. Shine will retire on Aug. 1, according to a letter she sent to City Manager Kent Cagle dated April 1. Killeen City Council members were notified of her retirement by city staff in an email Thursday.
Shine was hired by then-City Manager David Blackburn on July 30, 2001. She has served as the head of the communications department for Killeen every day since, she said.
“It has been my privilege to serve the City of Killeen, my hometown, for the past 20 years,” Shine said in the letter. “Throughout my career, I have been inspired by the dedication and professionalism of the City of Killeen employees. Their work in our community is too often criticized and rarely recognized, but they carry on with determination and pride. They are the embodiment of public service, and I am personally grateful to have served alongside them.” ....

Killeen Water Distribution at Filling Stations Continues Monday

The City of Killeen on Monday continued to operate water filling stations to help residents currently without service.
The City planned to distribute MREs and bottled water at the Killeen Community Center, 2201 East Veterans Memorial Boulevard, beginning at 10 AM until supplies are gone. The announcement was made shortly before 10 AM, and officials said supplies will be limited to one case each per car. These were expected to go fast.
Meanwhile, filling stations will operate until 6PM at the following locations:
 
Residents are asked to bring their own containers to be filled, and water will need to be boiled prior to consumption. ....

You ll need to take your own containers to be filled, and supply may be limited depending on demand. Water received should be boiled before consumption.
Killeen remains under Stage 5 water restrictions, and City officials say private property water leaks are draining the supply of available water. They ask that residents check their properties for leaks as soon as possible and report them by calling (254) 501-6320 or emailing wsoperations@killeentexas.gov. They d also like residents to report any leaks they see in their neighborhoods.
Because of the cooperation of the public, we have seen significant progress in containing leaks, City of Killeen Executive Director of Communications Hilary J. Shine said Sunday. Water levels across the city are beginning to rise, which will create both supply and pressure. The vigilance of the public and adherence to water restrictions are speeding the restoration of services to all residents. Thank you for your cooperation and patience. ....
