You hear in the argument about corporate tax rate. both from kind of center left economist, establishment types, republicans. they say, look, we have the highest corporate tax rate in the world. it s making us competitive. everybody believes we should bring it down. everybody believes in tax reform. are they right? well, we do live in a competitive world, chris, and other countries have lower rates. just lowering the rates doesn t solve anything. there s a proposal here in the president s speech today which had basically nothing new in it for a minimum tax on foreign earnings. trust me, it will take somewhere between two and five years for the tax engineers to figure out how to turn that into the maximum tax. right. and pay less that s an iron law of tax policy. the minimum becomes the maximum. that s exactly right. so my question to you here s the problem i have with the way we talk about tax reform. people talk about tax reform like there s going to be some process in ....

Pointing and part of the reason i think we don t trust in government. i want people who want to fix the problem to work on it. then i want to look at how we spend money and i want to shift away from spending so much money on consumption which is where the bulk of our spending is right now. push a lot of it into investment. i don t think we should grow the government beyond what it s on track to and i don t think the political system will have the appetite to do that. but i want to think how we spend the money and put a lot of money into human capital and infrastructure and the kinds of investments you talk about but scale back on the consumption we don t know. that we don t need. finally i want to think about how we raise the money in the right way. we are going to need more revenues than we are paying right now but ways to do that that are good and competitive for the economy. the first place i would go to look we lose over a trillion dollars a year in tax breaks and tax breaks we lik ....

Congressional budget office we ll take a relatively sharp hit to gdp and economic growth. and actually what is really dumb about these particular cuts is when you look at the federal budget at large, you are actually hitting the areas that make america the most competitive. if you re thinking about long-term economic growth, these are the areas, nih research, pre-k, elementary schools, higher education, it s the things over the long term that generally have made us and we re actually because of these deficit hysteria, we ve decided we need to hit the things that we should be most concerned about in order to achieve these things. but that s the nature of sequestration. let s be really clear. i don t think anybody here is defending sequestration. the across the board nature particularly of the cuts. that s where you start getting this sort of it s going to have this effect on teachers. but if you could target it, and i ve talked to people, for instance, in the pentagon. they re like ....
