Welcome to a special edition of the cbs evening news. Im Norah Odonnell in houston where harvey has unleashed historic amounts of rain and devastating flood. Behind me is the Consensual Center which is serving as the largest evacuation shelter in downtown houston. Cbs news has learned there are now nearly 5,000 people inside here tonight. That is almost full capacity. Early in this disaster, and there are still so many days of catastrophic flooding ahead.
