It's starting to get some flooding here. the water has gone up above my ankles. flooding not too bad just yet. this is kind of a rainfall flood. it's not a storm surge flood here in the french quarter. the french quarter is on higher ground than a lot of other sections of new orleans. i just talked to some emergency management officials here. they say what they're worried about is the storm is slow-moving and new orleans has not gotten the brunt of it just yet as far as what it's going to get later on today. check out down here. look down st. louis street over here. you can barely see just a f...
