A blueprint to rebuild OPM -- FCW

The National Academy of Public Administration s congressionally mandated report on Office of Personnel Management concludes that the federal human resources agency should remain independent.
The report was ordered in the 2020 National Defense Authorization Act at the behest of House Democrats who had thwarted the Trump administration s plan to merge OPM into the General Service Administration and wanted a top-down look at the functioning of the agency.
OPM as we know it today really needs to rebuild staff capacity, encourage innovation and adopt a more data-driven, accountable and forward looking human capital management approach, NAPA president and CEO Terry Gerton said on a Wednesday call with reporters. ....

3 ways agencies can restore cybersecurity trust -- GCN

Government agencies have been unable to maintain trust in their cybersecurity capabilities this past year, and for good reason. The onset of the pandemic, followed by a year of tumultuous cyberattacks, has further damaged an IT infrastructure that had long been vulnerable to bad actors, nation-state and otherwise.
The perfect storm of pandemic-related events and vulnerable infrastructure has challenged federal, state and local governments. Not only did 2020 see a massive increase in data breaches, with the first quarter of the year showing a 278% increase in leaked government records, cyberattacks happened on a much larger scale, as seen with the SolarWinds hack that affected governments and businesses. These events have clearly shown that if governments continue relying on outdated and insufficient systems and protocols, the number of successful attacks will only grow in size and consequence. ....

TMF to fund Labor Dept. data project -- FCW

Within 24 hours of receiving its most substantial boost yet, the Technology Modernization Fund (TMF) awarded the Department of Labor $9.6 million to modernize its enterprise data infrastructure on Friday.
The announcement of the 11
th ever TMF project came the day after the fund received a $1 billion funding boost from the American Rescue Plan. That s a dramatic expansion for the fund, which has been getting appropriations of around $25 million.
The news of the Technology Modernization Fund getting a $1 billion boost from the American Rescue plan couldn t have come at a better time said David Shive, GSA Chief Information Officer and TMF Board member, in a General Services Administration announcement about the decision. ....

Microsoft, chip-maker AMD bet big on confidential Cloud computing


Microsoft has announced to extend its confidential computing options available to Azure Cloud customers in partnership with chip-maker AMD.
The company said it will be the first major cloud provider to offer confidential virtual machines on the new AMD EPYC 7003 series processors.
With the third-gen AMD EPYC CPU-backed confidential computing virtual machines (VMs), Azure confidential computing now enables customers to encrypt entire VMs confidentially, enable confidentiality without recompiling code, and benefit from a host of Azure-specific enhancements.
Today you can deliver confidential workloads on Azure with the broadest choice of hardware as well as resources spanning virtual machines, containers, SQL, and beyond, the company said in a statement on Monday. ....
