Black people make up most arrests for low-level crimes in Dallas, report finds

Black people are overrepresented in low-level misdemeanor arrests made by the Dallas Police Department, according to a preliminary report released this week from the city’s Office of Community Police Oversight.
Tonya McClary, the office’s director and police monitor, offered alternatives to those arrests such as repealing city ordinances on loud music, sleeping in public and jaywalking.
