SAN DIEGO — San Diego is paying out $2.5 million, including nearly $1 million in attorney’s fees and litigation costs, to settle a case of alleged excessive force and false arrest by a city police detective in 2016. It’s one of the largest payouts in San Diego history. Gregory McNally suffered severe face and head injuries at the Fashion Valley trolley station in July 2016 when Detective Daniel Riis pepper sprayed him and threw him to the ground during an incident captured on video.
