According to a police report, Roger Vogt was struck at the intersection of Rosemont Street and Pennsylvania Avenue around 7:30 Tuesday morning. As Vogt was crossing the street, a vehicle – driven by 67-year-old Daniel Willis of Dubuque – pulled from a stopped sign and turned on to Pennsylvania, hitting Vogt.
