ROCHESTER — Mayor Caroline McCarley and other city officials didn’t return requests for information Tuesday about whether City Councilor Doug Lachance has resigned from his post. Lachance, 56, is under investigation for allegedly grooming and sexually abusing teenage boys while he was mayor roughly 20 years ago.
