The council voted 7-1 to censure Councilor Joseph Leonard for his comments toward incoming councilors Susan Deane and Carolyn Fish.
Bangor city councilors unanimously approved changing a city rule Monday that doubles the twice-yearly vacant property permit fee.
Because investment holding companies typically take ownership of foreclosed vacant properties, they are difficult to sell to private buyers.
“The idea is to put pressure on the vacant property owners to either sell the property or make arrangements so it’s no longer vacant,” said David Szewczyk, Bangor city solicitor.
