Nobody being held accountable for the Hillsborough disaster was "the greatest scandal of British policing of our lifetimes", a senior minister said.
Labour MP Maria Eagle had called for a change in the law to "prevent another catastrophic failure of justice".
Mr Rees-Mogg said: "We can't allow this ever to happen again."
A judge ruled two retired police officers and an ex-solicitor had no case to answer after being on trial for perverting the course of justice.

A senior officer told investigators his "vetting" of police statements about the Hillsborough disaster was "lawful", a court has heard.
Ex-Det Ch Insp Alan Foster, 74, is accused of making changes to minimise the blame on police after the disaster.
Two other men are also accused of altering statements.
Their trial heard Mr Foster admitted he made changes to the police watchdog in 2014, but had said he was "expected to obey orders without question".
Mr Foster, of Sheffield, 83-year-old former Ch Supt Donald Denton, of Harrogate, and ex-police solicitor Peter Metcalf, 71 and of Ilkley, deny two counts of doing acts tending and intended to pervert the course of justice in relation to alleged changes to statements made in the aftermath of the disaster.

Maxwell Groome told investigators in 2014 that he was asked to write up an account of what had happened.
Mr Groome said he had visits from officers asking him to sign an amended version but he initially refused.

A solicitor accused of altering police statements after the Hillsborough disaster admitted he "may have made errors" but "complied with his duty", a court has heard.
Peter Metcalf is on trial alongside two retired police officers accused of perverting the course of justice.
He previously said any mistakes were not "motivated to mislead or misinform", a jury heard.
The 1989 terrace crush at Sheffield Wednesday's stadium led to 96 deaths.
