That s very different. bill: it would merit pay by the state. pay increases for state government workers in excess of the rate of inflation in wisconsin. that s the parameter. bill: that does take any bargaining power away. by the way police and firefighters are exempted from this. it does take the union down a whole bunch. i would question whether collective bargaining is a civil right. i don t think it is. i think it is a right conferred. bill: in our constitution the states vote whether they want to be right-to-work or union. i think they should do that in wisconsin as well. wisconsin is withdrawing that collective bargaining so-called right it is withdrawing it. bill: mr. sylvester, you see it a bit differently? i do. you know, this is the last step in republicans trying to deunionize. we have a long history of in this state starting in madison, wisconsin. they have been sacrificing. ....
