Sometimes this is the only way to fix a malfunction that failed to release memory after use. If it's Windows-8 or 10 and you have Fast-Startup enabled (the default) you need to be careful: Doing a Shutdown results in Windows saving the kernel to disk and reloading it when you start up again. In this case you have no guarantee the memory is cleared. Doing a Restart doesn't turn the machine off but does reload Windows from scratch and will clear the memory.
