It relates to the sequa which is that if you have a project thats consistent with the standards the presumption under sequa theres no impact but you can have a project thats national consistent with the impact that still has none so the connection of having the standards is over stated in the context of this report and so i think thats an important point to understood this may not be an unnecessary means to address those issues.
