FORT COLLINS — A residential development project that will rehabilitate a commercial property in downtown Fort Collins is again underway after being sidetracked by effects of the pandemic. The project, a five-story, 197-unit apartment complex called Willow Street Residences and located at 223 Willow St., was forced into foreclosure as a result of an unpaid loan, which coupled with contractor-filed liens totaling millions of dollars, stopped the work on the project.
