'He was a visionary': State leaders name tollway bridge for Rosemont's founding mayor
Donald E. Stephens' name graces several sites in Rosemont, but on Monday the late mayor's legacy as a builder was enshrined with the dedicaton of the Balmoral Avenue bridge over the Tri-State Tollway in his honor.
