SOLDIERS aboard military trucks entered the University of the Philippines Diliman campus on Wednesday, January 20, 2021, not as a show of force following the abrogation of the 1989 UP-Department of National Defense (DND) accord but to visit their ongoing projects.
“Nandito po tayo ngayon dahil gusto po nating ipakita na mali 'yung mga sinasabi at sa mga speculation na bawal talaga ‘yung military dito sa Barangay UP Campus,” said Major Frank Sayson, 7th Civil Relations Group of the Civil Relations Service of the Armed Forces of the Philippines (7CRG, CRSAFP) commander.
“Ang sabi nga namin, itong ginagawa natin sa nation building, nagre-reach out ang AFP sa iba’t ibang sector especially sa pamunuan ng UP,” he added.

Manila (CNN Philippines Life, January 21) — February 2021 marks the 50th anniversary of what we now remember as the “Diliman Commune” — a period spanning the first nine days of February 1971 when students of the University of the Philippines took control of UP Diliman by barricading its entry points and fighting off attempts by the military and police officers to gain access to the campus. It happened during a period of unrest, particularly among the students, academics, and unions of jeepney drivers propelled by the explosion of protests in the 1970’s First Quarter Storm. The Diliman Commune was a picture of resistance with its series of standoffs between students and law enforcement officers who forcibly broke up human barricades. It was an event that displayed a commitment to the sanctity of the national university as a place of refuge for those who are part of that learning community and their hard-fought freedoms.

What if there’s a shabu lab inside the University of the Philippines (UP)?
This was the hypothetical situation presented by Armed Forces of the Philippines (AFP) Spokesperson Major General Edgard Arevalo in justifying the Duterte government’s abrupt termination of the 1989 accord between the state university and the Department of National Defense which prevented the military and police from freely entering UP campuses.

The longstanding agreement between the military and the state-run university was terminated via a letter, citing claims that UP campuses were allegedly recruitment grounds for communist rebels.
The accord mainly prohibits the military and the police from entering the UP campus without permission or notification from the UP administration except in in hot pursuit or in similar emergency cases and if it was requested by UP officials.

Metro Manila (CNN Philippines, January 19) — As the Defense Department unilaterally moved to terminate a 1989 pact that prohibits the unauthorized entry of police and military personnel in University of the Philippines’ campuses, another deal has consistently been mentioned as its basis — the Soto-Enrile agreement.
In an Oct. 29, 1981 letter, then Defense Minister Juan Ponce Enrile told student groups that the police would not enter any campus nationwide unless requested by students or school authorities, and that the military would not interfere in “peaceful student protest actions.” In return, student protesters should notify the police ahead of any demonstration, the letter stated.

The defense secretary Tuesday defended a government move to terminate an agreement that barred security forces from entering the Manila campus of the state-run University of the Philippines, as he cited concerns about it being a haven for communist insurgents.
The move by the Department of National Defense, announced on Monday night, was widely criticized on Tuesday as potentially trampling on dissent and free speech, while students from the campus staged a protest in response to it.
Students’ outspokenness on issues, such as President Rodrigo Duterte’s controversial war on drugs, had caused the campus to fall out of favor with his administration. Duterte had threatened to defund the university, and accused its students of spending more time away from their classrooms to protest in the streets.
