Fairfield Community High School Board Recap from 4/20

The FCHS Board met Thursday evening for their regular monthly meeting. With the new board being seated, outgoing board members Chris Miller, JC McDuffee , and Tony Conrad were presented with appreciation gifts for their many years of service to the board. New members seated were Eddie Barbre, Nate Carter, and Derek Smothers. The old board acted on several items before the new board was seated. They included: Certifying election results from April 4, 2023 Approve doors for the gym lobby project at a cost of $47,000 Approve plumbing for the gym lobby at a cost of $2,675 Approve HVAC work for the gym lobby at a cost of $11,600 Approve concrete repair for the gym lobby at a cost of $12,880 Approve roof repair for the gym lobby at a cost of $49,700 The new members were administered the Oath of Office and were seated. At this point, nominations were sought for Board President, Vice President, and Secretary. Fairfield City Council Meeting The Fairfield City Council met in regular session last night with all members present. The council unanimously voted to repeal a recently approved ordinance regarding the setback requirements for fences in Fairfield, however, due to miscommunication, the ordinance changed not only fences, but structures as well, resulting in the need for the repeal of the ordinance. A sperate ordinance was then passed regulating the setback for fences, which was changed from 7' to 2'. The council then unanimously passed an ordinance that permits Fairfield city employees to bid on and purchase city equipment that would have normally been scrapped. 2 pieces of equipment that were recently destined for salvage were instead sold. A 2002 Ford F150 pickup was sold for $400 while an Exmark mower was sold for $451. The council approved the ordinance permitting portable cargo containers to be placed in Fairfield. Alderman Eugene McGill voted no. The city council approved a substantial raise in building & construction permit fees. Currently, all permits are $10. Under the new ordinance fees will increase according to the scope of the project. The purchase of a new trailer for the Gas Dept. was approved. The cost will be $9,313 and was included in the departments 2022 budget. The sale of a Ditch Witch and trailer currently at the Gas Dept. will be sold by bid, with a minimum bid of $5,600. Bid information may be obtained at City Hall. Finally, Christmas bonuses for City Employees were approved. Each full-time employee will receive $200 plus $5 for each year of service. Part time employees will receive $150. In miscellaneous items: Mayor Moore announced that the purchaser of the old power plant building had failed to live up to the purchase agreement so the sale has been cancelled. The mayor stated the council will revisit the issue at a future meeting. The council extended its thanks to all involved in the City Trunk or Treat that was held on Halloween. The event was a huge success. Democrat Alexi Giannoulias claimed victory after Dan Brady conceded the race. ### Illinois Supreme Court Democrats retained their control of the Illinois Supreme Court , having won the 2nd District seat and as of 11:30 p.m., were poised to win the 3rd District seat as well, which would expand their court majority to 5-2. ### Democrat Tammy Duckworth Wins Re-Election Democrat Tammy Duckworth has won reelection to the U.S. Senate from Illinois against political newcomer and lawyer Kathy Salvi. The race was called just two minutes after the polls closed, beating Duckworth's record from six years ago, when her victory over Mark Kirk was called four minutes after polls closed. ### Pritzker Re-Elected Governor Illinois Democrat Gov. JB Pritzker was reelected Tuesday beating his Republican challenger state Sen. Darren Bailey. With 70% of precincts counted, Pritzker had 54.6% of the vote, compared to 42.1% for Bailey and 3.3% for Libertarian candidate Scott Schluter, solidifying a second, four-year term for the incumbent. Speaking at the Marriott Hotel in Chicago, Pritzker vowed to not let his supporters down and strove to be a "happy warrior." "Facing this moment means fighting these battles together," he said. "Together, we must be bold and not shy away from our big "D" Democratic and little "d" democratic values...Today, we reaffirm what we are fighting for." At his campaign event at the Crowne Plaza in Springfield, Bailey told his supporters just after 9:45 p.m. that he had called the governor to congratulate him on his victory. While he will not be getting the keys to governor's mansion, he vowed to continue the fight. ### River Stages River stages as of this morning: the Little Wabash east of Fairfield stands at 5.87 feet, below the 17 ft. flood stage. Meanwhile, the Skillet Fork at Wayne City has a reading of 5.06 feet (flood stage is 15 ft.). The Little Wabash below Clay City is at 5.09 (flood stage is 18 ft.). Fairfield City Council Meeting The Fairfield City Council will meet in regular session tonight at 6 pm in City Hall. In routine business the council is set to discuss the Repealing of the Ordinance Changing Set Back Requirements. The council will also discuss ordinances Regulating the Construction, Placement & Maintenance of Fences; Allowing the Sale of Municipal Personal Property; Permitting Portable Cargo Container Use; and Increasing Building & Construction Permit Fees. Other items of discussion will include the Christmas Bonus for City Employees, Purchase of Utility Trailer for Gas Department, and the Sale of Ditch Witch Trencher & Trailer. ### Election Day Today is election day and Illinois voters will cast a ballot on a state constitutional amendment, every statewide constitutional office, every seat in the General Assembly and, in 12 counties, a spot on the state's Supreme Court. Edwards County Treasurer: Jennifer L. Thomason (Republican) Governor's Race Gov. JB Pritzker is facing off against state Sen. Darren Bailey, a Republican farmer from downstate Xenia. The candidates' views diverge widely on just about every topic, from abortion to state spending to pandemic response to addressing gun crime. The Libertarian candidate is Scott Schluter. The candidates' differences are demonstrated by Bailey's voting record on some of the major policy proposals backed by Pritzker. Bailey was a "no" vote on almost all of them, saying in one public appearance that he'd like to repeal "everything" Pritzker signed into law during his first term in office. Bailey voted against the state's operating budget each year, saying it contains wasteful spending. Pritzker, meanwhile, has cited those budgets as the reason Illinois was able to pay down a backlog of unpaid bills that ballooned to $16 billion under Republican Gov. Bruce Rauner, along with other interest-accruing debt. Bailey also opposed the legalization of marijuana and a $45 billion public works infrastructure plan. The public works plan was funded by a measure that doubled the motor fuel tax and increased license-related fees, as well as a gambling expansion. Bailey voted against both proposals. He was one of just 13 lawmakers to vote against a measure capping insulin prices for some insurance plans, and he voted "no" on increasing the minimum wage to $15 hourly by 2025. He also opposed the Climate and Equitable Jobs Act that increases investment in renewable energy and aims to force fossil fuel producers offline in Illinois over the next two decades, citing the bill's upward pressures on downstate energy prices as his reason for opposing it. Pritzker's refrain in recent debates has been that Bailey "has no plan" for Illinois, and he has painted the Republican as a conservative "extremist." Bailey, meanwhile, has focused his attention on crime, especially in Chicago, as well as taxes and state spending. In a recent Springfield campaign stop, Bailey said his plan is to "come in with a totally new approach to government because nothing's working right." He said he believes there's $10 billion to $15 billion of waste within the state budget, although he hasn't said what he would cut, aside from arguing that administrative costs in public education are too high. He frequently mentions his plan for a "zero-based budget," which, he said, means "accounting for every dollar that's spent." He put the responsibility for identifying the waste on the shoulders of yet-to-be-named agency heads. And he said later in a recent debate he'd begin identifying them the day after the election. Bailey has also been a staunch opponent to every measure that expanded abortion rights in Illinois in recent years, a point Pritzker has frequently reiterated on the campaign trail. The Wayne County Sheriff's Department has released details on the June 13th arrest of 45-year-old Jack J. Myers. Deputies responded to a report of a man firing a handgun out the back door of a rural Fairfield residence, and Myers was questioned after police observed a possible weapon on his waistline. Police received consent to search his residence and found three firearms, suspected methamphetamine, digital scales, and plastic baggies. Myers was taken to the Wayne County Jail on preliminary charges of armed violence, unlawful possession with intent to deliver meth, and unlawful possession of a firearm. 22-year-old Fairfield resident Alyssa M. Collins was booked in the Wayne County Jail yesterday. She was wanted on a Wayne County failure to appear warrant for possession of meth, and Collins was held in the jail, pending the posting of $345 bond. 35-year-old Farina resident John T. Caldwell was sentenced to 10 years in prison Monday in Clay County Circuit Court. He was also given up to one year of Mandatory Supervised Release. According to State's Attorney Phillip M. Givens, the sentence came for the offense of unlawful delivery of meth, and the charge states Caldwell knowingly delivered between five and 15 grams of a substance containing meth on February 8th. He pleaded guilty on April 18th. The investigation in the case was conducted by the Illinois State Police Southeastern Drug Task Force and Clay County Sheriff's Office. The Grayville City Council met Monday night. It approved $75,000 in TIF funds for the buyers of the vacant IGA building in the City, contingent upon the purchase of said property. 309 Homes, LLC is the interested party for the building, and members heard they are a property management firm out of Peoria. Olney Central College recently held a new member induction ceremony for its Phi Theta Kappa Chapter. New members from the area include Katelyn Miller of Cisne; Tice Smith of Louisville; Taylor Meritt of Noble, Bonnie Allen of Xenia; and Robert Wray, Maria Simpey Carpenter, and Maggie McKnight of Flora. The Illinois primary election took place yesterday. In Wayne County, all races were on the Republican ticket, including races for County Treasurer and for several seats on the county board. Yvette Anderson defeated Crystal Ellis 1,974 votes to 1,652 in the race for Republican nomination for Treasurer. No Democratic petition was filed, as incumbent Donna Masterson did not run for re-election. For the county board, three people ran for two spots in districts 3, 5, and 7. In District 3, Eddie Barbre received 420 votes and Brandon Bittle 305 to win, and Roy Estheimer finished with 265 votes. In District 5, Matt Shreve finished with 367 votes, and Jeremy Witter had 306 to win; Joshua Isle missed out with 117 votes. In District 7, Steven Troyer had 289 votes, and Gene Kollak had 275 to advance. Shane Neuman finished with 209 votes. Boewe won the nomination with 1,052 votes, with Judge ending the night with 503 votes. Full results for Edwards County can be found in the following attachment: EC-Unofficial-Summary In Hamilton County, Heather Bowman brought in about 1,200 votes in the race for County Clerk and Recorder, and Stacy Barker, current Deputy Clerk, garnered 640 votes. White County also had a race for Sheriff. Jordan Weiss brought in 1,836 votes on the Republican ballot, and Mark Worlds finished in a distant second with 925 votes. 2,878 ballots were cast in White County out of 9,757 voters for a turnout of 29.5 percent. Full White County results can be found in the following attachment: White-County-Results Statewide, Darren Bailey won the Republican nomination for governor in a landslide, defeating opponents Richard Irvin, Jesse Sullivan, Gary Rabine, Paul Schimpf, and Max Solomon. He will face incumbent J.B. Pritzker in the November General Election. The Fairfield City Council met last night and approved an agreement for IDOT for resurfacing Main and Delaware streets. The project began with a 50/50 state and local cost split, but it has turned into a project funded 80 percent by federal money and 10 percent by state money, leaving the City only 10 percent of the bill. Bid letting could take place as early as September, and the City will save about $174,000 under the current set-up. The IDPH reported eight new cases of COVID-19 in Wayne and Richland counties yesterday. Marion County added 23 cases on the state website, Lawrence County added 17, Clay County added seven, Wabash County added six, Edwards County added five, Jefferson County added four, Hamilton County added three, and White County added two. As a state, Illinois announced 4,241 new cases and 16 additional deaths. Winter wheat harvesting has seen a sizeable boost in progress, according to the latest statewide weekly crop report. Winter wheat harvest went from 18 percent complete last week to 66 percent this week, and that compares to a 57 percent mark last year. Illinois corn dropped slightly to 70 percent in good-to-excellent condition; 96 percent of soybeans had emerged, two percent were blooming, and 66 percent of the crop was in good-to-excellent condition. Average statewide topsoil moisture was rated at nine percent very short, 22 percent short, 68 percent adequate, and one percent surplus. River stages as of this morning: the Little Wabash east of Fairfield stands at 11.29 feet, below the 17 ft. flood stage. Meanwhile, the Skillet Fork at Wayne City has a reading of 5.11 feet (flood stage is 15 ft.). The Little Wabash below Clay City is at 7.25 feet (flood stage is 18 ft.). Wayne County Clerk Liz Ann Woodrow says there will be six contested races in the upcoming June primary election, all on the Republican side. She held a lottery yesterday morning to determine their placement on the ballot; in order, Crystal Ellis and Yvette Anderson have filed for Treasurer; Andy Glover and Randy Hedrick for District 2 on the County Board; Roy Estheimer, Eddie Barbre, and Brandon Bittles for District 3; Joshua Isle, Matt Shreve, and Jeremy Witter for District 5; Bill Bruce and Vern Hutson for District 6; and Gene Kollak, Steven Troyer, and Shane Neuman in District 7. Estheimer, Hutson, Kollak, and Neuman are incumbents. The primary election this year will be June 28th. Residents will be able to seek vote-by-mail ballots between March 30th and June 23rd, and in-person early voting will begin May 19th. Fairfield Memorial Hospital will hold a blood drive on April 22nd from 11:30 to 4:30 as blood inventories remain at critical levels across the country. The drive will be held at the Educational Annex Building at 203 Northwest 10th Street in the Red Cross Bus. Edwards County Republicans will hold a Meet and Greet with State Senator Darren Bailey's running mate today. Lt. Governor-hopeful Stephanie Trussell will be at Spare Time Bowling Alley in Albion from 5:30 to 7, and the public is welcome to visit and meet the former Chicago radio host. The North Wayne Education Association will hold a Trivia Night April 8th at the Fairfield Elks Club. Registration will begin at 6, and trivia will start at 6:30. Teams consist of up to eight members, and the entry fee is $100. The night will consist of 10 rounds of 10 questions, and all proceeds will be used to help fund scholarships for Cisne High School seniors. A 50/50 drawing and other activities are also planned. The IDPH reported one new case of COVID-19 in Wayne, Edwards, Wabash, Jefferson, and Marion counties yesterday. White County added two on the state website, and Hamilton, Clay, Richland, and Lawrence counties held steady. As a state, Illinois announced 1,574 new cases and 32 additional deaths. Statewide totals sat at 3,049,616 cases and 33,139 deaths. The Southern Region had a seven-day positivity rate of 1.9 percent on the 12th, down from 2.1 percent on the 11th.
