Richard Lindsey said "it just feels like it's the right time to step down" after 13 years on the Marshall school board.
Marshall is seeking community input on how to move forward after its $45.5 million bond proposal failed by a 2-1 margin in November.
If 2,457 signatures are collected and deemed valid, the recall of Richard Lindsey would appear on the November ballot.
Marshall Public Schools Board of Education members Matt Davis and Shawna Gamble will challenge recall proceedings in court March 8.
