The city of Eugene held a vigil on Thursday for the 71 people who died while homeless in Lane County in 2023.
Eugene City Council will discuss an ordinance concerning prohibited camping, permitted overnight sleeping, and prohibited activities on sidewalks.
Winter storm warnings have been issued across northwest Oregon, including the edges of the Willamette Valley
Guests receive a hot meal at night and breakfast in the morning.
"We should ask what policies made their deaths possible and what policies made their death likely," one speaker said.
