SAN DIEGO San Diego is paying out $16 million to a woman who suffered “catastrophic” injuries, including a lost leg and a brain bleed, when a city police officer drove his patrol car into her as she was riding a motorcycle. City taxpayers will pay $3 million of the $16 million settlement because San Diego is a member of a joint powers authority that reduces financial risk and limits losses by pooling the liability of multiple government agencies. The authority will pay the other $13 million. The payout to Elleesa Kimberly Chavez is so large partly because of her diminished earning capacity after the May 2019 crash, which took place in Lakeside on Julian Avenue at Lakeview Road. ....
