SAP 3? That's fake news, says DSWD

The Department of Social Welfare and Development (DSWD) made this clarification in a statement late Sunday afternoon amid the surge of social media posts regarding the supposed implementation of a third round or tranche of SAP.
“There is an ongoing payout for the Emergency Subsidy Program (ESP) which is a provision of Bayanihan to Recover as One Act or Bayanihan 2,” DSWD Social Marketing Service Director Irene Dumlao said.
However, she noted that the ESP payout is neither SAP nor a continuation of SAP 1 and 2 since “it has a different set of beneficiaries.”
SAP is a key feature of the first Bayanihan law, also known as the Bayanihan to Heal as One Act. That particular law was enacted in late March 2020, during the height of the COVID-triggered enhanced community quarantine (ECQ). ....

DSWD guarantees social protection programs under Bayanihan 2

Republic Act No. 11494 or the Bayanihan to Recover as One Act (Bayanihan 2) provides the government’s assistance in the economic recovery of Filipinos in light of the coronavirus disease 2019 (COVID-19) pandemic.

For its part, the DSWD is implementing the Bayanihan 2 Emergency Subsidy Program (ESP) for low-income, non-formal sector family beneficiaries affected by the implementation of community quarantine measures.

As of December 17, the department reported that there are already 142,058 beneficiaries who received their emergency subsidy under Bayanihan 2. From that number, 11,480 are from granular lockdown areas, while 130,578 are additional beneficiaries. The total subsidy distributed to the qualified beneficiaries reached more than P931 million. ....

Over 142,000 low-income families have received their entitled emergency subsidies, worth more than P931 million, the DSWD said.
“As of Dec. 17, there are 142,058 beneficiaries who received their emergency subsidy under Bayanihan 2,” it said in a statement.
Of the number, 11,480 recipients are from areas under granular lockdown, while 130,578 are additional beneficiaries or those who did not receive Social Amelioration Program (SAP) 1 and 2 subsidies.
“The total subsidy distributed to the qualified beneficiaries reached more than P931 million,” the DSWD said.

P60.7-M cash subsidy disbursed to 10,132 low-income families in C.Visayas

CEBU CITY The Department of Social Welfare and Development (DSWD) in Central Visayas has disbursed P60,792,000 in emergency cash subsidy of P6,000 each to a total of 10,132 low-income families in Central Visayas as of December 9 this year.
DSWD-7 Regional Director Rebecca Geamala said that the Bayanihan 2 is not to be interpreted as SAP 3 or coming after SAP 1 and SAP 2 under the already-lapsed Bayanihan to Heal As One Act, Republic Act No. 11469.
Geamala said the DSWD started implementing the Emergency Subsidy Program (ESP) under the Bayanihan to Recover as One Act, Republic Act No. 11494 as the agency’s response and recovery intervention to the COVID-19 pandemic. ....
