QC hires more contact tracers to combat Covid-19 surge

(File photo) MANILA - The Quezon City government hired 350 additional contact tracers to better fight the Covid-19 surge, Mayor Joy Belmonte said on Thursday. Belmonte said the contact tracers, who were part of the Department of the Interior and Local Government's (DILG) contact tracing program, will be employed under the emergency employment program of the city's Public Emergency and Services Office (PESO). "The additional contact tracers were already part of our contact tracing army until December 31 of last year under contract with the DILG. But since we still need their services, especially during this surge, we hired them under our emergency employment program so as to continue the important task of contact tracing among many other responsibilities borne out of the rapid spread of Covid-19," Belmonte said in a statement. She also said 360 contact tracers from the Department of Labor and Employment (DOLE) have also been rehired for 30 days more from Jan. 17 to Feb ....

NewHope Key Encapsulation Mechanism (KEM) has been presented at USENIX 2016 by Alkim et al. and was one of the lattice-based candidates to the post-quantum standardization initiated by the NIST. However, despite the relative simplicity of the protocol, the bound on the decapsulation failure probability resulting from the original analysis is not tight. In this work we refine this analysis to get a tight upper-bound on this probability which happens to be much lower than what was originally evaluated. As a consequence, we propose a set of alternative parameters, increasing the security and the compactness of the scheme. However using a smaller modulus prevent the use of a full NTT algorithm to perform multiplications of elements in dimension 512 or 1024. Nonetheless, similarly to previous works, we combine different multiplication algorithms and show that our new parameters are competitive on a constant time vectorized implementation. In video coding, it is a challenge to deal with scenes with complex motions, such as rotation and zooming. Although affine motion compensation (AMC) is employed in Versatile Video Coding (VVC), it is still difficult to handle non-translational motions due to the adopted hand-craft block-based motion compensation. In this paper, we propose a deep affine motion compensation network (DAMC-Net) for inter prediction in video coding to effectively improve the prediction accuracy. To the best of our knowledge, our work is the first attempt to deal with the deformable motion compensation based on CNN in VVC. Specifically, a deformable motion-compensated prediction (DMCP) module is proposed to compensate the current encoding block through a learnable way to estimate accurate motion fields.
