It has no accountability. no transparency. it takes the hundreds of millions of dollars that the federal government gives to i.c.e. and it actually contracts out to private, for-profit contractors who have no accountability to the standards that are supposed to be maintained, to all of the conditions that we as congress set. so the position that we have been holding is we need a redo of where these enforcement functions lie. and we need to build into any new structure the ability for i.c.e. as an agency or whatever the new agency is to be accountable back to congress. and i think that is very ...
