So truly we have to have a victim in order to act on their behalf. and in this particular case, none of the parties involved were willing to do that. so we do have in-house facility rules. these inmates were subsequently charged with horse-playing, rough-housing and entering a cell they're not assigned to. >> the four inmates involved have received three days of sanctions. including more time in their cells and suspension of visitation and commissary privileges. but sergeant hufferd says deputies will keep a close eye on them. >> we know these individuals are gang members. part of the problem ...
