Georgia environmentalists score scrappy Capitol win on trust funds

Environmental advocates rounded up 500 scrap tires and set to work building a rubber replica of the Gold Dome in the shadow of the real thing as the 2017 legislative session was underway.
It was christened the “scrapitol,” complete with painted gold tires sitting atop the carefully constructed mound that conjured up images of the haphazardly dumped eyesores found on roadsides, in woods and elsewhere across the state. ....

SB 5 - Professions and Businesses; patient protection measures for patients undergoing sedation in certain settings; provide- Representative Lee Hawkins (R-Gainesville) presented the legislation, addressing in particular “medispas.” Dentists, which do conscious sedation, are now required to have certain equipment. It does not prohibit a person who is duly licensed as a physician assistant in Georgia, who has completed an anesthesiologist assistant program approved by the Georgia Composite Medical Board from administering conscious sedation nor deem such physician assistant to be engaged in the unlawful practice of dentistry, pursuant to their job description as approved by the Georgia Composite Medical Board, provided that such sedation is administered under the direction and responsibility of an anesthesiologist. Georgia House panel approves trust funds dedication bill

ATLANTA — The money deposited in nine state-run trust funds could be used for no other purpose under legislation that cleared the Georgia House Appropriations Committee Friday.
House Bill 511 is the follow-up to a constitutional amendment Georgia voters ratified overwhelmingly last fall requiring all revenues the state’s dedicated trust funds collect to remain inside those programs rather than be diverted into the general fund budget.
The late Georgia Rep. Jay Powell, R-Camilla, championed the constitutional amendment for years to prevent Georgia governors and legislative leaders from raiding the state’s Solid Waste and Hazardous Waste trust funds during economic downturns when money is tight. ....
