数据显示，美国个人退休账户IRAs将近半数资产用于投资共同基金，整体入市程度高。截至2020年底，美国非货币公募基金的投资者中，超50%来源于养老账户。
钟蓉萨指出，参考全球养老金融业务发展经验，中国公募基金应在养老金第三支柱的建设中发挥更大作用。
郑秉文也认为，除了配套财税政策，“2.0版本”第三支柱较之“1.0版本”的另一重要提升是资产配置的覆盖面扩大至公募基金和银行理财产品。
“我们应该用‘财富管理的方式’替代‘养老保险的管理方式’，第一支柱是强制性的，第二支柱是自主性的，第三支柱是自愿性的，是家庭财富的一种。”郑秉文称。
中国公募基金已参与养老金第三支柱建设多年。2018年9月起，国内养老目标基金相继成立。
